Lamar, looks to me what is commonly called hurricane palm, or Dictyosperma album

Certainly looks that way to me as well. One of my favorites, even though it is widely available. And a very fast grower.

Is this the bloom for the Hurricane palm?

Yes, indeed, Lamar. Although I don't ever recall seeing the red coloration on an inflorescence before. It is, without a doubt a Dictyosperma though.
